Hou Guangcai was born in 1958, graduated from Chengdu Institute of Geology with bachelor degree in 1980, and had been worked as chief geologist in the Bureau of Geology and Mineral Resources Exploration of Xinjiang-No.2 hydrology brigade from 1980 to 2001.
